The direct answer
Approve the complete hinted resource operation before publishing an Early Hints plan. Make that resource independently acceptable even if the main page is later denied. Keep resource observations and final-page disposition separate; a later restriction cannot establish that earlier work never occurred.
Review the extra resource operation
A fictional console prepares a protected results page while a trusted publisher considers hinting its generic public stylesheet. A later access check might deny the page. The useful review question is whether that separate resource operation was already permitted, rather than whether the final document was approved.
Invent main attempt M-A, public stylesheet R-A and hint plan H-A. The selected profile has one hint response, no redirects, and an independently supported HTTP/2-or-later client path. R-A belongs to the same owned HTTPS origin and is fixed independently of prompts, users and tenants. These are paper references, not a URL, response or browser fixture.
This proposal excludes script hints, preconnect, server push, generated destinations and automatic resource fallback. It leaves the incoming Continue contract unchanged: the new question concerns a dependent client resource operation.
Understand what may happen before the main response is final
RFC 8297 is an Experimental RFC from December 2017. It defines 103 as hints about likely final-response fields. A client may begin fetching a preload target while waiting. Earlier fields need not all appear unchanged later, and the hints do not replace the final response’s fields.
MDN’s 103 reference, modified 22 June 2026, describes stylesheet preloading and early-hint CSP enforcement. Its example shows a stylesheet already preloaded before final CSP prevents its rendering use. Thus a later restriction can still govern use without establishing that the earlier fetch never happened.
The same reference says most browsers limit support to HTTP/2 or later and process only the first early-hint response. Our one-hint profile avoids broader sequencing and redirect cases; actual support remains a prerequisite, not an assumption about every browser.
Admit H-A against an independently useful public plan
For this original policy, R-A must be appropriate to obtain even if M-A later ends in denial, an error or a different final representation. The team must review the whole resource operation before publishing H-A. A convenient early optimization must not depend on an authorization result that has not yet been established.
The positive is deliberately narrow: an independently admitted, immutable generic stylesheet, a controlled publisher, complete supported delivery and a resource plan acceptable regardless of M-A’s protected content. No personalized answer, object identifier, credential-bearing URL or inferred tenant membership enters the hint. Unknown eligibility means no positive under this plan.
Calling R-A public does not establish that a browser sends no credentials or that every request is harmless. Actual credential behavior, response and cache policy, destination handling, resource contents and any further dependency use need separate supported review. This article supplies none of those implementations and offers no unauthenticated compatibility route.
Keep a two-operation receipt
| Field | Evidence required before eligibility |
|---|---|
| Main attempt | Protected page association, current identity and eventual final disposition. |
| Publisher | Owned hint producer, admitted release and complete bounded resource set. |
| Independent resource plan | Exact R-A revision, intended destination and whole-operation permission regardless of the page result. |
| Supported path | Actual client, protocol, intermediary behavior and effective policy evidence. |
| Separate outcomes | Hint disposition, associated resource observations and main response result, with unknowns retained. |
For example, a paper record may say that H-A was eligible while M-A’s page decision remained unresolved. That is not evidence the client acted on it. Another record may establish resource work but not successful page delivery. Avoid one combined “request succeeded” field that hides these independent states.
Complete publisher and intermediary ownership matters: inspect every producer associated with this route, not only the application template. No actual origin, intermediary, packet capture or browser was inspected here. A deployment diagram or intended ordering cannot establish the missing observations.
Walk eight inert hint-admission cards
| Invented condition | Proposed disposition |
|---|---|
| 1. H-A/R-A and all independent prerequisites hold | Conditionally admit only that early resource plan; M-A remains separate. |
| 2. M-A is denied after associated resource work is established | Preserve both outcomes; denial supplies no rollback claim. |
| 3. Later metadata differs from H-A | Review the difference without erasing earlier observations. |
| 4. A private prompt, object token or user identifier enters the hint | Reject the selected generic public plan before publication. |
| 5. Untrusted content selects another resource or destination | Withhold H-A; require the trusted publisher’s independently admitted set. |
| 6. Only later-page controls are offered as proof of no earlier contact | The independent early-resource decision remains missing. |
| 7. Client support, policy, producer coverage or resource association is unknown | Hold applicability; claim no actual preload or performance result. |
| 8. Resource work fails or no client action is established | Keep that outcome explicit; no weaker fallback or model-work approval. |
Report the remaining limits
This worksheet does not turn 103 into permission to use resource bytes, execute code or expose protected page contents. Effective final-response policy and the separate cache boundary still apply to their own decisions. A useful resource plan also supplies no measured latency benefit.
Actual client support, intermediary behavior, complete resource and credential handling, effective policies, association coverage and current rights are unimplemented or unknown. They block real admission. No header, link, URL, request, response, stylesheet, preload, browser, cache, server, network fixture, API or model operation was constructed or run.
Only the two declared primary bodies were read. No client, parser or publisher recipe is supplied. Boundary remains prelaunch with planned request-path checks; its existing synthetic policy evidence does not implement this early-resource controller or verify browser behavior.
